IRG is the Initial Review Group of scientists who perform the first
(hence "initial") review for scientific merit in NIH's 2-step review
process.  After the IRG finishes, a national research council (there's
one of these for each NIH institute) performs the second stage of the
review.  The message means that the proposal is queued up to go to the
first stage of review.

This is the forum where all of us can ask dumb questions, and that's one
of its most valuable features, so keep asking.

They are definitely holding these proposals to the limitations posted.
One of
our PIs received a letter saying his proposal was removed because he had

over 10 references.  We checked and double checked, and appealed because

both the PI and co-PI had exactly 10 each.

On appeal, NIH responded that their first finding was incorrect, and
that
instead the PI had over one page of references (also a limit)... that
error
finding was valid.
