Does anyone have a sense of what software/process government agencies
are using to create the PDF forms we download (& fill out) from
Grants.gov?

There's been discussions at our university to shift electronic form
submission from Web-Forms to PDF-Forms , and clearly that's what Adobe
provides for G.g.

The notion that virtually any member of an office's staff could
maintain the wording & look of the PDF's surface appearance, while the
business-logic of it's internet "submission" functionality remains
untouched, may simplify how electronic submissions get done.
