ARRA award transfer between institutions not allowed? Jean C. Linder 18 Jun 2009 14:09 EST

Dear Colleagues- UCSD recently received an email from an NIH/NINDS
Grants Management Specialist that said:

"Unfortunately, ARRA awards cannot be transferred between
institutions. We are advising grantees to look at establishing
subcontracts as a way to let the PI stay on the grants. It will be
possible for you to be named PI for the subcontract while remaining
the PI at the primary institution. You will need to work with your
current institution as they will retain responsibility for the ARRA
reporting requirements."

I could not find any mention of this policy in NIH's ARRA Terms and
Conditions, web site, recent slide shows, or in their notice
NOT-OD-09-080 about how ARRA funding would be handled
(http://grants.nih.gov/grants/guide/notice-files/NOT-OD-09-080.html).
In fact, another NIH institute has seemed quite willing to allow a
change-of-institution for a grant with ARRA funding.

Have any of you heard anything like this? I'd appreciate links to
any official policy. Thanks a lot. -Jean
