I finally got my grants.gov validation today for a Challenge grant, but
we have two errors that need to be fixed.  I know I need a cover letter
explaining the changes and why the application is late, but who should
sign the letter?  Does the PI need to sign it or can it be someone from
our RSP office?  (We've never had to do one of these before...)
