I'm reluctant to say this...but I don't believe it.  Maybe the NIH has
started enforcing this now...because I know we have submitted narratives
that had 4-5 sentences.  BUT...wouldn't this mean that a computer is
READING the narrative PDF???  Does Commons work that way?

Could you tell us the exact text of the error?
