This seems a little different from the Key Person flaw.  The field starts
as United States but no other fields are required -- in yellow.  If you put
in another country, then some fields become required -- turn yellow.   If
you then go back to United States, the yellow fields go away.  Is this the
way others see it?

The Key Person situation is a major problem because there is no way to
eliminate a role, so that there are no required fields.

This weekend, Grants.gov is doing some system Build.  I wrote and asked
that they fix this very serious Key Person problem.  Others might want to
do the same, to show it is more than just a problem for one person.
