We submitted two non-competing continuation applications to HRSA last week, and the abstract was part of Phase II. The Phase I (SF424 and PHS checklist) submissions cleared Grants.gov with no problems, as did Phase II in the EHBs.

On a recent HRSA Non-Competing Renewal, I too found the same dilemma.  The
Program Officer told me that it was indeed an error and the Abstract was to
be uploaded into the EHB's in Phase II.

Question for the group.

The guidelines for a HRSA renewal we're submitting instruct us to upload the

Abstract to Grants.gov as part of Phase I with all other program information
to
be uploaded to eHandbooks as part of Phase II. Has anyone been able to
confirm with HRSA that this is an error since the Adobe package contains
only
the SF424 and PHS-5161 Checklist...no place to upload an Abstract.

Thought I'd poll the group before I sat on hold for the Help Desk.
