Here's the follow-up from NIH:

After being referred back and forth between the eRA Commons Help Desk
and the Grants Info Help Desk (and an attempt to send me to the
Grants.gov Help Desk), after several days they agreed that my Commons
error message was incorrect.  They have some idea that the system was
programmed to compare my year 14 revision (supplement) to the year 1
parent grant, not the most recent renewal (year 11).  Year one did in
fact have a detailed budget, because Modular Budgets had probably not
yet been invented!  NIH will probably re-program their validations
for the future, but for now, their only solution was for me to
replace my modular budget with a detailed R&R budget and resubmit.  I
did that, but when it reached the Commons I got a Warning that I
SHOULD have used the Modular budget.  I think I'll break this cycle
and let them review the application as it is now.   -Jean
