I wonder if some schools have faster internet connections than
others.  When I got this message, I opened Grants.gov, clicked on
"Applicant Login" ,  in the blue section on the right, got the
"continue to login" screen, clicked on that
and got the log in screen.  I typed in the AOR's login name and
password (all UM staff have same password, it is an institutional log
in), I got the registration page.  I entered the missing data items,
and put in the secret question (again
same for everyone), then entered the original password, and confirmed
it.  Clicked submit and got

For Applicants
You are successfully registered.

This all took about 5 minutes.
 I did this from a Mac with Firefox.  I had a half dozen other
applications running.

So perhaps the type of internet connections various schools have
might have an impact.  I wonder how that can be tested?
