Does anyone have any experience with SBIR/STTR applications, when you get to Phase II and are subject to the financial conflict of interest requirements?  We are just beginning the Phase I process and are a sub to the small business.  Our conflict of interest committee is chomping at the bit over this and I'd like to be able to provide some guidance as to how other institutions have managed the conflicts.
