Copies of the message  go to the person listed in item 5
"Person to be contacted on matters involving this application" based
on the email address in that section
To the PI based on email address in that section, 15
and to the person listed in Section 19, based on the email address in
that section.

No messages necessarily go to the AOR, that is a grants.gov
designation, referring to the person who does the submission.
Authorized Organization Representative.  So not to the Grants.gov
registration address.
NIH thinks the person in section 19 is the SO -- signing official.

Only if a person authorized to submit is also the person in section 5
or 19 would the message be going to an AOR.

notification?
--the AOR email listed on page 2 of the SF424 face pages?
--the AOR email used during initial AOR registration with Grants.gov?
