Somewhat related, has anyone noted the significant change to the new 09-1 NSF GPG regarding salaries and wages?  I'm quoting here:

"In general, the Foundation will now limit salary compensation for senior project personnel to no more than two months of their regular salary in any one year. This limit includes salary compensation received from ALL NSF-funded grants [emphasis mine]. This change moves away from the concept of summer salary and allows for reimbursement of two months of salary per year whenever appropriate during the year."

Any thoughts on how to deal with this new limit?

I've had this occur occasionally with postdoctoral research associates
who are expected to generate their full salaries from grant funds and
have no other teaching or "faculty" responsibilities. If your PI fully
justifies this in her budget justification, I don't see any reason why
she couldn't or shouldn't ask for full salary support from NSF on this
project.

Hi Everyone,

A PI currently here in a researcher position, fully supported by a grant
that is about to expire, wants to apply for another grant.  She does not
want to ask for her entire academic year salary because she feels that
the NSF expects to see that our university is in support of her, and
therefore plans to ask for 6 months from NSF and 3 months from her
department.  There is no expectation of cost sharing in the program
announcement.  The department is reluctant to commit to paying the PI
when it hasn't in the past, and is currently faced with possibly letting
others in the department go.  I can't find a reason why she couldn't ask
for her full salary as long as she has no other duties to fulfill other
than her research - she is planning on only asking for a little over
half the max allowed, so she has the room in the budget to do so.

1. Am I correct that there is no reason she could not ask for her full
AY salary as long as she has no other teaching or administrative duties
in the department, and;

2. In your opinions, would the NSF truly look askance at this, as she
fears?
