Institutional Based Salary is all compensation for which an individual receives payment from all sources within the organization.  I would not put an actual percent on it though.  What your faculty member may be thinking is that when you take the academic year salary plus what the institutional allows for the summer months' salary, it gives you 130% as the institutional base.  This is not truly the case.  What a faculty gets paid during the academic year is not a full EFT, but is considered 100% of the AY.  For example, 100% during the AY may be equal to .75 EFT.  100% of the summer calendar is then equal to .25 EFT, and faculty may be allowed to earn up to 33 1/3% of their AY salary during the summer.  Mathematically, you do not just take the 100% for the AY and what your institution allows during the summer and add them.  They are each calculated separately when determining the percent effort and combined give you the full EFT.  I wouldn't say he's completely wrong, but I would not word it the way that was suggested.  It could lead auditors to believe that your faculty are contributing over 100% effort, which we all know is a huge no-no.  Each person's institutional base salary will be different, and it cannot be calculated using a percent.  It is very simply the above definition.

Thank you to everyone who responded to my question about extra
compensation. Now I have another pressing question for you. Have any of you
heard of policies that make a distinction between "faculty academic salary"
and "faculty base institutional salary"?  "Faculty base academic salary" is
defined as salary specified in the faculty contract and "faculty base
institutional salary" is defined (by one of our faculty members) as 130% of
the faculty base academic salary. One of our faculty members is proposing
that we reexamine our current practices (using the faculty academic salary
as base) and instead use this faculty base institutional salary in
calculating compensation.  For example, "additional compensation for summer
work on federal sponsored projects would be at the faculty monthly base
salary (130% of the monthly academic salary) rate." Is there legitimacy to
any of this? Your comments would be very much appreciated. I need a solid
rationale for why we cannot (or can) go down this path. I am familiar with
A-21 and follow it, but this new definition of base salary is something I
never heard of.Thank you for any advice you can give me.
