I have a follow-up question:
[from NIH PA-07-107] "The awards are not provided as a condition of
employment with either the Federal government or the sponsoring
institution."
Is the intent here to distinguish a fellow from an employee OR to prohibit
appointments contingent on receipt of grants?

Is it generally accepted that applications for post-doc fellowship
training may be made on behalf of PhDs who do NOT, at the time of
application, have any affiliation with the institution submitting the
application?
I.e. the commitment of the institution is based on its relationship with
the sponsor/mentor under whom the training will occur?
