Joe,

Has this always been the threshold limit for POs, or
was the limit revised after the audit findings?  Just
curious.  Seems pretty restrictive and burdensome in
terms of administrative processing effort and for
timely project/grant startup and general operation
projections.

If you work with Paul Nguyen, please let him know I
said "Hi" and it was good meeting him in Cambridge at
the NE SRA meeting!
