POSITION DESCRIPTION

East Carolina University is currently recruiting for the position of
Director of the Office of Sponsored Programs (OSP). OSP is responsible for
promoting and facilitating the award of externally funded grants and
contracts for research, creative activity, instruction, and public service.
This responsibility is carried out by providing assistance in grant seeking
and proposal development; providing advanced institutional review and
approval of proposals; protecting the interests of the University through
review, negotiation, and approval of terms and conditions of external
awards, including signature on behalf of the University; ensuring compliance
of proposals and awards with sponsor and university policies; issuing
subcontracts; maintaining records and providing reports on proposals and
awards; and facilitating the effective post-award execution of sponsored
projects.

The grant and contract activity of ECU faculty for 2006-2007 consists of 620
proposals submitted for an aggregate of $183.8 million, and receipt of 388
grants and contracts for a total of $38.6 million in external funding.

This position reports to the Vice Chancellor for Research and Graduate
Studies and is responsible for a staff of 8.5 FTE in the Office of Sponsored
Programs including 5 grants and contracts officers, a full time clinical
trials officer fund 50% by the Brody School of Medicine, one IT/technical
support position and 2 administrative support positions.

RESPONSIBILITIES

Duties of the Director include: (A) facilitating submissions for and awards
of external funding, (B) participating in the development of policies,
procedures, and guidelines to improve the institutional infrastructure for,
and promote a campus climate supportive of, sponsored program activity, and
(C) building a dynamic service-oriented culture through staff development
and mentoring, building allegiances and creating common goals.

The Director has responsibility for assuring that all submissions by and
awards to the University adhere to federal, state, university, and sponsor
requirements; maintaining records of proposals submitted and awards
received; and reporting sponsored program activity to the UNC General
Administration and ECU administration.

MINIMUM QUALIFICATIONS

Minimum qualifications for the position of Director of the Office of
Sponsored Programs include possession of an advanced degree, preferably a
doctorate, in an appropriate field (from an appropriately accredited
institution), a track record of successful, progressively responsible
experience in university sponsored programs administration with demonstrated
experience in proposal development and review, budget development, contract
review and negotiation, and subcontracting. The candidate should possess a
comprehensive working knowledge of the legal, regulatory, and pre-award
fiscal issues in sponsored programs administration, including knowledge of
federal circulars and regulations relevant to sponsored programs and
research administration and compliance. He/she should have a through
knowledge of federal and private funding sources relevant to the University,
as well as the ability to utilize standard funding source databases and
search mechanisms. The candidate should possess competence and experience in
electronic research administration including electronic systems currently in
use by federal and private agencies, and ability to use and train others in
these systems. He/she should have successful experience in organizing and
conducting in-service training and education workshops and presentations in
grant writing and research administration. Excellent written and oral
communication skills, leadership ability, and demonstrated ability to work
constructively and diplomatically with many diverse individuals and groups
both within and outside the campus are expected. Prior supervisory and
management experience and participation in strategic planning are required.
