I encourage you to call the program officer listed in the program solicitation. NSF is generally very good about responding. You can either contact the program officer via email or calling the number listed. Good luck.

Greetings colleagues,
I am working on a NSF proposal for an anthropology faculty, and have a question. What does the checkbox "International Cooperative Activities Country Name" on the cover sheet (under Other Information) mean? I looked up the GPG reference given next to the item, which is a laundry list of special circumstances, a few of which involve international activities of some kind. It is unclear to me whether to check this, because the PI will be collecting data and working with research assistants in Thailand.
