Dear Team:

We are working on a proposal (as primary) that involves a subaward to a
foreign institution (in the Ukraine).  The guidelines are very clear, as
well as everything I have read, in regards to the grant not being able
to pay foreign taxes, including the VAT tax.

The grant includes quite a bit of equipment in the sub, so we're trying
to figure out how to handle the situation.  Does anyone have experience
with this?  Is there a tax waiver that can be requested?  Does one of
the institutions have to eat the 20% cost?  Any advice would be greatly
