I can tell you that even though we have a three business day deadline, more
than half of our proposals come in during the last day and a half before the
deadline.  We actually had several come in during the last half-hour for the
November 5 deadline.  And, frankly, if the proposal comes in before 5, we
submit it.  It is the age-old dilemma in research administration.

But I think the real questions are:

How many PI's get it to you within the number of days set out in your
policy, and

What is your approach if they don't

Our office recently instituted a similar policy - three working days prior
to the
deadline date (to give us a full four days when you include the submission
date).  We didn't survey, but googled policies at other institutions.  We
found
that many use a five-day policy, and several were between 3 and 7 days.
