These errors mean that  the Adobe Form Application (AFA)
was either prepared with something other than Adobe Reader
7.0.9 or 8.1.1 or maybe submitted with some other program.
 Most likely the preparer used another version of reader
or used Acrobat. You cannot tell what program was used
until you do the submission and find out that it was the
wrong one.  Re-do the whole AFA with the corrrect program.

The Grants.gov warning that only Reader 7.0.9 or 8.1.1
will work with applications is TRUE.  Spread the word to
your campuses, get the right version of Reader.
