Time and Effort Certification? RE: [RESADM-L] soft money salaries Palmer, Joanne M 18 Sep 2007 08:39 EST

This is interesting, another phase to the question is how do you certify
Time and Effort with this method?  It sounds like payroll is moved
after-the fact (sometimes up to three months later).  How/when is the
Time and Effort Certified/Analyzed in these scenarios?

Just curious how you do it....

Pam, we have similar situations as yours, and we handle them the same
way others have suggested.  The PI requests "contingency funding" which
has to be approved by their dean. (We will only process the request if
we have something in writing from the agency stating the funds are
awarded.)  Generally the request is made for 3 months worth of salary,
etc.  If the request is approved, we process it like an award and assign

an account number.

The "trick" is to get your PI to initiate the request in a timely manner

so the paperwork meets payroll time lines!

We still have people that make payment out a different account and
transfer the funds once the award comes through, but our Grants
Accounting area does not like that process, so we're really trying to
get people to request contingency funds.
