Regardless of source, the statement itself implies that quality of the
idea/science/research plan was either not significant in the funding
decision or not a variable considered.  Assuming the latter, given the
near impossibility of measuring this variable without direct input from
each review committee, the value of the study and the preeminence of
pre-submission contact in the proposal success equation are questionable.
