There needs to be someone from your institution who is overseeing the project.  If you only have consultants included in your project budget and no one from your institution completing any portion of the work, your chances of getting funded are slim.  The reviewers will wonder why your institution even needs any funding if you're not actively involved in the project.

** High Priority **

We have a subaward budget with no Sr Key Personnel but there are about 10 consultants.  We have received submission errors twice because we left the PD/PI blank and entered 0.00 in the salary/benefits/fund req sections.  Any suggestions?
