When I worked at my previous position at a university, we would ask the faculty to review a contract prior to executing it.  We did not have problems with the faculty completing the work in accordance with terms and conditions and, therefore, did not ask them to sign anything to show that they accept them.  Plus, the faculty is responsible for completing the work, but the university is ultimately responsible for ensuring that terms and conditions of an agreement are followed.  This is why an A.R. for both entities signs the agreement.  However, if your university is having problems with faculty completing their work, submitting required reports, etc, you could simply have them review all agreements and sign an internal acceptance form prior to executing the contract/agreement.  You would also probably want the faculty's dept. chair, dean, and/or A.R. to receive a copy of this form, so they can hold their faculty responsible for completing required work.

Currently, our organization reviews and approves research agreements on
behalf of our faculty and after the documents are fully executed, we
issue an award letter to the principal investigators (along with a copy
of the agreement) that they sign indicating that they shall conduct the
project in accordance with the terms and conditions of the document.
Does anyone else require their faculty to sign off on the actual award
document or require any acknowledgement of concurrence with the terms
and conditions?
