We are in the process of rewriting/updating our Time and Effort (T&E) policy and procedures, and reformatting our T&E reporting forms to include more specific directions.

As a part of that process, we note that our current policy states that if we display faculty salaries as cost shared/match, and if the sponsor accepts that and makes it a part of the award, then it becomes committed and should be so reflected in our accounting system via various budget and salary distribution changes. The latter would be picked-up in our T&E reporting process.

The issue is: how should we treat projects funded by the NSF? As you know, they do not like to see cost sharing. Because it is not displayed in the budgets and therefore there is no acceptance, we are not required to reflect it in our accounting system, and therefore T&E is not impacted * despite the fact that a faculty member could be spending a significant amount of time on the project.

Any advice?
