Yes, this is a concern of mine, too (authority to register an organization with HRSA's EHB). Not often, but once in a while, I get a phone call from someone in my organization who needs the DUNS number because they are getting ready to request some grant funds... There is nothing in HRSA's system (other than the shear obtuse design of it) to deter "cowboys" in an organization from circumventing the internal policies and authorized offials. I wonder, does this extend to individuals not even affiliated with the organization, who could conceivably link themselves with the organization's identity without ever going through anyone other than HRSA?
