The chapter and verse you are looking for is A-110 23.a.5:
"Are not paid by the Federal Government under another award, except
where authorized by Federal statute to be used for cost sharing or
matching."

To put in context, through personal experience, by policy NIH does not
typically allow their funds to be used to meet cost sharing unless there
is adequate justification and specific, written permission from an NIH IC.
