 Colleagues:

Our university is faced with the need to obtain export licenses
(ITAR) in order to hire foreign graduate students to work on a research
project. The process has taken a year to date and we still don't have the
licenses in hand. This trying experience has led to discussions of
establishing a policy of non-acceptance in regard to research that is export
controlled. We are interested in reviewing and comparing other university
policies that address the acceptance of research funding that includes
export control restrictions. Does your university accept research projects
if the application for an export license is required? Would you share your
ideas, policies, comments and advice to expand our knowledge base?
