I think a lot of people missed my (perhaps poor) attempt at humor.  I know that you have to follow all the directions, in fact, when I do training in grants.gov I make that point more than once.  I also know that some form of budget is necessary (although it took me 25 years to get that one)(JOKE, folks)

C'mon gang....when did we ever submit a proposal without a budget?  And
they do tell you what's required in the FOA...it's just making sure that
you know about the proposal in time to read the FOA before you have to
submit....

Still, this makes a good cautionary tale to tell PIs.
