Matthew, I'm a first time responder so I hope this goes through okay.
This happens frequently at our institute.  Paperwork sometimes just
doesn't make it through the system prior to the performance of the work.
 The interdepartmental charges will not be an audit question but, be
sure that the PI signs the ID transfer and the time and effort is
appropriately recorded for the coordinator.

Does anyone have a policy or know the Fed's stance on interdepartmental
charges on a grant?  Can one department or College bill another College
for particular services to be paid from a grant?  We have a Standardized
Patient program in our medical school that the coordinator wrote cases
and facilitated drills for the PA program which were then charged on a
grant.  Our Business Office is concerned as to why the Coordinator's
time wasn't charged directly to the grant as a personnel expense instead
of their services being billed and paid to the medical school directly.

Any thoughts?
