No, I've never submitted more than a 2 month summer salary, following the
2/9s rule.  The NSF 2/9's rule includes all NSF funding for that individual.

Does anyone out there ever allow their faculty to submit NSF proposals
with more than 2 months summer salary requested? If so - how would/could
it be justified (other than a specific solicitation)?

2nd question - PI's on multiple subcontract's - NSF prime, does the 2
month rule still apply? I'd think so but thought I'd get a second
opinion...

Any thoughts would be appreciated.
