A-133 Subrecipient Monitoring Question Barbara Gray 25 May 2006 16:34 EST

Every year, we send the standard letter to ALL our subrecipients
requesting information on their A-133 audit--and there is a place for
them to indicate that they are not subject to A-133.  Is it really
necessary to send the letter to subawardees that we know are not
required to have A-133 audits?  And here's another question that even
our auditors haven't answered:  are foreign entities requried to do
A-133 audits if they have lots of awards of federal dollars and the
expend more thatn $300,000 in the year? If I'm correct in thinking the
answer is no, should lack of a returned letter saying "we're not subject
to A-133" be an audit finding?  Thanks.
