We are implementing InfoEd's Proposal Development module here at the
University of Miami.  At present we are in the beginning stages of
implementation, so can't comment on using all features of PD. InfoEd has
recently added tools to make the setups easier, but I would agree that
the administrative set ups involved with initial implementation are
extensive.

Hello everyone,

I'm hoping you can give me some input on a couple of issues. With the
change to grants.gov, the submitter of the grant application is the
signator. First question:
Have any of you had to change who the AOR is at your institution because
of
this change and if so, how was it handled?   Our Executive VP and CFO
have
traditionally been the signators on grant applications and my office
(pre-award) only submitted the application.  It is now being suggested
that
I sign and submit.  It would be much easier for us, but I think it would
also necessitate a change in line of authority. Am I correct in assuming
this?

Second question: Who is the e-business point of contact for your
institution that assigns permissions for the AOR designations, etc.?  My
office always did this for ERA commons and Fastlane. However, with
grants.gov, the  assignment went to our post-award administrator and was
recently changed to our conptroller.  Our new post-award administrator
and
I think that my office should take it over.  How is this handled at your
institution? Thanks in advance for any feedback you can give me.

Good Monday morning.

Have any of you worked with the National Collegiate Inventors &
Innovators Alliance (NCIIA)?

I am dealing with a rather strange situation in that a private entity
(I believe non-profit but do not know for sure) is developing an
invention and submitted a grant proposal to NCIIA under the auspices of
our institution, i.e., the entity listed me as administrative contact
and themselves as the applicant. However, they neglected to provide a
proposal, budget, etc. to us for review.

Add to that, this entity paid membership fees to NCIIA on our behalf
because membership is required in order to apply for funding.

Well-intentioned over-enthusiasm or fishy?

You need to make an institutional decision.  What constitutes
"approving" and what does "submitting" mean.

If you decide these two actions are the same thing, then your VP and
CFO must do the submission.  You might consider  these actions as two
different processes.  Do you have some sort of internal routing form
or other paper that is signed by the Pi and other officials?  If so
then you might think of the signing of that document as the
"approving" an application.  Then the submitting is merely a
transmission of the application to the agency; putting it in the
mail, so to speak.

Grant making agencies and Grants.gov do not really understand how
colleges operate, that we have our own business rules and that people
have certain roles and rights within the organization.  The VP and
CFO have the approval right and grants office staff can have the
submission right.  The lines of authority stay as they are now.
There is a written record of what has happened.  The appropriate
officials have approved the application on behalf of the institution.
You submit the application on behalf of the institution.

Regarding the CCR:  How many times at Marist College will the EbizPOC
need to grant AOR rights to people in the grants office, compared to
the number of times other financial actions must be taken?  Has there
been any problem with the Controller giving AOR rights to people who
need it?  Given that the CCR has many functions and giving AOR status
is but one small such function, I would not worry about where it
resides as long as there is no negative impact on submission.

Donna and RESADMers, at my institution I serve as the AOR, but I insist
that we complete our institutional approval process before I press that
final button.  We're still using a paper form for that approval, so the
proposer must obtain signatures from dept chair and dean, then I usually

get the provost's signature.  To my mind, that gives me the authority to

'sign' for the university in grants.gov.

Our post-award office is the e-business contact--I don't want any part
of it.

We would like to implement a manual payroll template as a vehicle to
charge employee's time to grants.  Employees currently fill out
timesheets and mistakes arise constantly because of coding errors,
keypunch errors, etc.  We want to establish a set allocation of time for
each employee that will change as grants end and begin.  Payroll will
then be allocated based on these templates instead of the timesheets.
We will pay employees for the exact hours worked, but will distribute
the time based on the template.

1.	Is anyone else out there doing something similar and how well
does it work?
2.	We are proposing that the employee's supervisor sign off on the
employee's allocation monthly.  Does anyone see any problems with this
approval process?
3.	Would we have to do a separate time and effort reporting for
each individual employee or would the monthly supervisor approval pass
an audit?

I have been to a couple of demos and have been impressed, but we are
balking at the price.  Also, it seems as though the set up is quite

Hello everyone,

I'm hoping you can give me some input on a couple of issues. With the
change to grants.gov, the submitter of the grant application is the
signator. First question:
Have any of you had to change who the AOR is at your institution because
of
this change and if so, how was it handled?   Our Executive VP and CFO
have
traditionally been the signators on grant applications and my office
(pre-award) only submitted the application.  It is now being suggested
that
I sign and submit.  It would be much easier for us, but I think it would
also necessitate a change in line of authority. Am I correct in assuming
this?

Second question: Who is the e-business point of contact for your
institution that assigns permissions for the AOR designations, etc.?  My
office always did this for ERA commons and Fastlane. However, with
grants.gov, the  assignment went to our post-award administrator and was
recently changed to our conptroller.  Our new post-award administrator
and
I think that my office should take it over.  How is this handled at your
institution? Thanks in advance for any feedback you can give me.
