I have been involved this sort of thing several times -- and they were
handled in a variety of ways. For instance: bringing the person on as
part time employee or making use of a subcontract.  It all depended on a
variety of factors, including, most importantly, the existing
relationship between the PI and the grantee organization. Please feel

Has anyone submitted a grant for someone who is not employed by their
institution as PI on a grant to a Federal Agency?  If so, how did you
handle this?  Is this allowed?  If your institution employs the
person/PI at the percent of effort you submitted the grant for, ie,
submitting a grant with 30% effort for a PI, then hiring them as a part
time employee for 30% of their time?
