Re: indirect cost question Kris Rhodes 31 Jan 2006 13:02 EST

Hi Susan,

Here is a typical excerpt from an F&A Rate Agreement on when the
Off-campus rate applies -

OFF-CAMPUS DEFINITION: For all activities performed in facilities not
owned by the institution and to which rent is directly allocated to the
project(s), the off-campus rate will apply. Grants or contracts will not
be subject to more than one F&A cost rate. If more than 50% of a project
is performed off-campus, then the off campus rate will apply to the
entire project.

Hope this helps.

Subject: Re: [RESADM-L] indirect cost question

Hi,

We are a public, primarily undergraduate institution with a
federally-negotiated indirect cost rate. With separate on- and
off-campus rates but without a clear definition for on- and off-campus
work, we are wondering how other folks determine which rate is
applicable to a given project with aspects of each. For example, do you
use one or the other rate based on the proportion of dollars? Or time?
And for industry-sponsored research for which most of the work is
subcontracted to another institution, would you consider that on- or
off-campus for purposes of indirect cost calculation (where clearly the
majority of work and personnel time are attributable to off-campus but
the subcontracts have to be issued and managed using on-campus
facilities and personnel...)?

Thanks for your thoughts,
Susan
