Dear colleagues,

A few days ago I posted the following question: "I have a question to
representatives of those state institutions that receive formula funding
(I hope there are some on this listserv). Do you consider state
appropriations used to match formula funds to be restricted or
unrestricted funds? In other words, do you treat the matching funds from
the state as you normally treat cost share for competitive grants? Or do
you treat state match funds as departmental budgets that are available
to match competitive grants?"

I got half a dozen responses. I would like to thank everybody who
emailed me. Here is a brief summary for those who are interested: a
couple of schools use state match funds to match competitive grants. The
rest of the institutions are treating these funds as restricted, in the
same way they treat cost share. My institution is also not allowing
using these funds to "match twice".
