Re: NIH eSNAP submission question Robert Beattie 25 Jan 2006 14:18 EST

The PI can delegate others to work on an Esnap (and the PPF too,
because if one wants to enter publications in the Esnap, delegation
to the PPF is needed as the pubs go there too). The PI cannot
delegate authority to send an Esnap to the SO.

An SO can delegate a PI to submit the Esnap to NIH, on behalf of the
University. We are not doing that en masse but I think our SO wants
to do this after we get past the G.g situation. One new project at a
time :)

I have a question regarding submitting NIH Progress reports via NIH
eCommons. According to the NIH instructions on the eCommons web
site under the help tab, and the NIH eCommons User guide, the SO can
delegate authority to PI's to submit their progress reports on behalf
of the SO (see below). I have contacted the NIH commons help desk
and they have said that only the PI can delegate authority (not clear
as to what authority, my assumption is allowing others to route the
progress report to the SO).

My questions to the group are 1.) Do you know if it is true, that the
SO can delegate submit authority to the PI to submit their NIH
progress reports on behalf of the SO? 2.) If this is true, does your
institution practice this method, or do you require the progress
reports to come through the SO office?

For reference, here are the instructions on the eCommons site and the
user guide:

eCommons site:

Submitting eSNAP Reports

When the institution's SO or a PI that has been delegated SO
submitting authority is the current reviewer, the eSNAP can be
submitted to the NIH.

User guide:

Page 89 of the NIH eRA Commons System Users Guide " Organizational
Institutions and PI's may grant another user the authority to enter
and process grant information, update their PPF information, submit
eSNAP....."

Thank you in advance for your response,
