Thanks...I think I confused everyone, so let me explain-
Our OSP is very understaffed right now, and they have indicated that
it's up to the schools and departments to get the information in
grants.gov.  I think OSP is planning only to do the final review and to
submit the proposals in the system.  No PI will be an AOR.
Does that clear things up?  I apologize for not being clear before.

Hi Angela,

Nope, grants.gov is certainly not like FastLane or NIH Commons.

My experience has been that the PI (or research administrator)
downloads
the application package specific to the solicitation. It contains all
the
mandatory and optional forms, and is viewed/edited through the PureEdge

viewer (also needs to be downloaded to each computer to access the
application package).

The files are not uploaded until submission, they are 'saved' in the
application package and can be emailed back and forth between the PI
and
research administrator.

Once the proposal is ready to submit, you can print out all the forms
and
go into the attachment forms to view and print documents (project
description, budget justification, etc). I haven't seen a way to view
or
print the entire proposal instead of piecemeal.

Only an Authorized Organizational Representative (AOR) can submit the
proposal (your OSP office). Hopefully, it's not your PI that has AOR
authority in grants.gov.

When you click submit (after moving the forms in the PureEdge
application
package to completed and do a check), internet explorer initiates and
takes you the grants.gov AOR log in screen. After entering the username

and password, the application package is uploaded into the grants.gov.

Once the sponsoring agency receives the application from grants.gov, it

may be possible to see it in their system (like Commons or FastLane),
but
I don't believe the submitted application is viewable in grants.gov.
And
only the individual AOR who submitted it can view it's status. There
are
other glitches too.

Hi all,
I apologize for missing the discussion a few weeks ago on how
different
offices are handling grants.gov submissions.  It was recently brought
to
my attention that we may have some problems initially with the
electronic submission.  From what I understand, a PI downloads the
appropriate application, fills it out, and then somehow uploads it to
the system again.  Is that right?  Our problem is that we don't
believe
that we (as administrators) can get into the system to review the
proposal.  Our OSP has determined that it does not have the manpower
(and frankly they don't) to address this issue.
I am therefore asking all of you to please let me know how your
institution is handling the electronic submission.  I must add that I
had originally thought that grants.gov would be like NSF fastlane
system, where pdf files are uploaded instead of on-screen typing.
