That's easy!  The training I provide for our postdocs and junior faculty here at MUSC, of course! ;-D

I've got 24+ grants going out in the next week, so I don't have time to go into the specifics now.  In a nutshell, we meet twice a month.  The first session is didactic, the second is an intensive review of an application that is being submitted to a funding agency from one of the members of the group.  The participants are not only learning grant writing techniques, but also reviewing skills.  Serving as a reviewer makes them more conscious of what a reviewer looks for (and endures)... what pleases or annoys or confuses or clarifies.  We are in our second year with excellent course evaluations from our attendees.

I'm planning to submit a paper to the SRA Journal about this, so when I do, you can get more detail.

Policies to enrich???  Not trying to be a smarty-pants here, but I would
say that if you want to enrich and improve the postdoctoral experience
at your institution, you should focus first on what will help them
prepare for a career in research... such as a good mentoring program
with a variety of mentorship experiences (as well as a primary mentor),
support for scientific meetings, the usual training in scientific
integrity, and exceptional training in grantsmanship (which includes an
intensive in-house review of anything they want to submit to outside
agencies).  After you decide the experiences you want them to have, then
start thinking about any "policies" that might be built around those
experiences.  Let structure follow function, rather than the other way
round.
