Our policy has no provision for such action.  All funds under the
control of the University (including residual funds, presumably from
fixed price agreements and unrestricted program income) are the property
of State under the control of the University of Oregon.

The only exception if for Agency funds, where by agreement the
University is merely acting as the fiscal agent on behalf of another
organization.  An example is where we have an agreement with a
scientific society and one of our faculty is the editor of the society's
publication.  They may advance us funds for the faculty member's time
devoted to the publication plus an amount for distribution.  At the
conclusion of the agreement if any residual funds exist or the editor
relocates to another organization, surplus funds may be transferred to
another entity.

Does anyone allow PI's to take residual funds with them when they leave
a research or medical institution.  We do not allow this practice but
many PI's have put up a fight and stated other institutions allow the
transfer.  From what I have read of other institution's policies it
appears this is not the case but I was hoping to get some feedback from
everyone on the list.
