A clarification - the form works if you do not need to use a MTDC to
calculate your idc's and overall budget.  But if you propose any item exempt
from your total direct cost base for idc calculation - can't use the form in
the application.  HUD is aware of the issue - they said they have received
several calls and are trying to fix the problem but it won't be fixed by
Wednesday when we have to submit our proposal.
