Many organizations have a standardize pay scale for adjunct faculty and
standard pay rates for course overloads which is acceptable.

I think your individual could be adjunct and then apply for a position
that included a reasonable level of effort in relation to their adjunct
appointment.  The separate position (I assume for a 50% appointment, but
regardless of the percent) would be accounted for at 100% in the effort
system - adjunct appointment are not typically accounted for in most
organizational effort systems and adding a full costing discussion of
that issue makes the issue much more complicated.

If an individual hold two appointments within a system the two
appointments do not have to be paid at the same rate, but the individual
would need apply for the position for it to be acceptable.  This
scenario presumes that someone beside adjunct faculty member is the
principal investigator on the grant and would be doing the hiring.

Others may have alternate approaches to the same issue or observe issue
I might have missed....

I would suspect that type of division and differentiation of pay would
be acceptable to the vice president.  I have two questions:

1.  Do you (or anyone else) have a system of allowing the split
according to duties?

2. How do you deal with effort reporting, in which there is to be a
correlation between % of time and % of money paid?

Will your institution allow a split appointment, whereby the 40% of time

devoted to teaching is paid at the adjunct rate, but the 60% of time is
a research appointment, paid at a higher fair-market rate?
