The Stevens Amendment states that when projects funded in part or in
whole with Federal money, awardees shall clearly state (1) the
percentage of the total costs of the program financed with Federal money
(2) the dollar amount of Federal funds, and (3) the percentage and
dollar amount of the total costs that will be financed by
non-governmental sources when issuing statements, press releases,
requests for proposals, bid solicitations and other documents.

 I wonder about this language, as I also see the requirement
explicitly stated in terms and conditions in some of our non-defense
related subagreements, as well.   Apparently, PL 103-333 (1995
Appropriations Act for Depts. of Labor, HHS and Education, and Related
Agencies) and PL 108-199 (2004 Appropriations Act for Agriculture,
Commerce-Justice-State, District of Columbia, Foreign Operations,
Labor-HHS-Education, Transportation-Treasury, VA-HUD, and Miscellaneous
Appropriations and Offsets) and surely others, contain the same or
similar language.  It appears to me that federal grantees are flowing
down this language in subawards because it exists in the funding
agency's appropriations language.  I would love to know if it serves any
useful function (for example, is the information gathered for reporting,
etc.)...
