Last month, WACUBO had a workshop called "Institutional Risk Associated with Grants and Contracts Compliance: A Primer."  I didn't attend, but our Financial Manager did, and he thought it was very helpful.  It had information on pre- and post-award issues, F&A rate calculations, ERA, staffing issues, management, audit/accounting concerns, and more.  Kim Calvery from Oregon State University and Peggy Lowry from the University of Illinois were the instructors.  Perhaps one of them could be of some assistance.
