If they are at home, no. We do have some people that out in the field we
pay for. Too slow is an incredibly problematic phrase. Too slow for
what? I use the cheap (free) dialup instead of high-speed access for
home use. If I am at HOME working (it happens) and I'm downloading "The
Spreadsheet That Ate Cleveland", I go do something else. Heck, I do that
at work, home one process run in the background while I impatiently wait
for the other to happen.

At home, they could go take a shower or do some laundry or walk the
guinea pig. I think it is bogus.

As you can see, that's my not-so-humble-opinion. :)
