EXACTLY!
There are good reasons for fixed price/fixed unit price agreements other
than clinical trials in some circumstances, particularly research with
for-profit sponsors.  Projects of this nature are less likely to draw UBIT
attention than clinical trials.  But consistent "surpluses" always  "smell"
like UBIT.
