This reminds me of how US Dept. of Education set up their electronic
system--the PI has to give you privileges instead of the other way
around.  I didn't understand them doing it and I don't understand HRSA
doing it either.

HRSA's Bureau of Health Professions is setting up a system by which
progress
reports can be submitted electronically --the Comprehensive
Performance
Management System and Uniform Progress Report system.  The system is
set up
so that each PI opens her own account to which only she has privileges.
 I
called the help line to ask about internal administrative review, and
the
answer was "No problem; PIs can assign privileges to permit
administrators
to see their accoounts."  Has anyone else run into this?  Am I missing
something?
