If the person is working every day on the project and is employed by another
organization, it sounds like a subcontract with his or her employer might be
a more appropriate vehicle.  See the definition of "consultant" in the
Grants Policy Statement.

The NSF rate is a maximum rate for NSF funded projects.  A-21 will allow a
"reasonable" rate based on the needs of the job and the skills of the
individual -- essentially a "prudent man" test.
