This seems important and has been echoed in some direct replies.  While an
auditor will not travel to a subrecipient in Bangladesh, the cost
documentation we receive from the subrecipient is likely to be suspect and
unverifiable.  I like the idea of a fixed fee approach w/milestones that
many have suggested.  I have also received some very good advice on
advancing funds, both to the list and directly.  Thanks very much to all
who replied.
