I have done quite a few electronic submissions to DOE.  I have found it helpful to save files to a folder in my desktop with each file named as they require in their RFP.  Then, upon completion of all the files, it is a simple matter to upload it into their required fields.  It is important to submit files, particularly the technical portion, just as they ask for them.  I have had a proposal  rejected since we submitted with several files on the technical submission and they wanted only one file with all info contained therein.

On my first submittal, I could not even find the area needed to upload the files.  The proposal submission tab is located all the way to the right.  You need to scroll over until you can see it.  It is not readily evident.
